Instance is a public speaker.

The value of this attribute is usually derived from AW_WORLD_PUBLIC_SPEAKER_RIGHT. It will be set to 1 (true) if the owner of the instance has public speaker capability. This is more reliable than using aw_has_world_right or aw_has_world_right_all.
