Description
A welcome message to users.
Notes
The welcome message is echoed in the chat log of browsers when they enter the universe (with the sender shown as "Immigration Officer").
If this message is changed, any users currently in the universe will see the new message right away. In this manner the universe welcome message can also be used to send urgent messages to all users in the universe at any time.
