Palmshire Treasury proposal is a proposal to create a dedicated citizen account with its own credit to act as treasury for the Palmshire government.

  1. A separate citizen account to be in custody of the monarch with credits to be acquired for it for the purpose to act as royal treasury. How to create credit revenues may be decided by the Parliament in future but I will start with buying credits for it from time to time. Parliament may decide in future on whose custody to entrust citizen account to. Otherwise, setting up line of succession for Palmshire throne become more important in deciding who to entrust citizen account with in future. Only the Parliament may set and changes the line of succession for Palmshire throne.
  2. No credits can be drawn from it without consent of the Parliament through any appropriation bills or bills providing for funding.
  3. Chancellor of the Exchequer is responsible for drawing up budget on how to use credits, whether for a world or anything, to present to the Parliament for vote. This would make the Chancellor a very important member of the Cabinet. Chancellor of the Exchequer may present budget to the Cabinet first before Parliament meeting for Cabinet approval if required by the Prime Minister. Chancellor of the Exchequer may maintain a balance book for credits or appoint an official to delegate this to.
  4. All budget/appropriation bills must originate in elected House of Commons first whenever Parliament is divided into House of Commons and House of Lords. This would make having majority in the House of Commons extremely important for any Prime Ministers. Any rejection of budget in Commons is considered a loss of confidence and Prime Minister must, upon losing budget vote, either resign or to call election in hopes of gaining more seats for his/her government. In addition, this may in practice having a Chancellor of the Exchequer sitting in the Commons instead of the Lords a necessity, though not not absolutely required.
  5. Whenever Active Worlds supports private transactions for exchanging credits between parties, Parliament could at its discretion decide to set salary for MPs and/or Lords of Parliament to be paid in credits, provided there is enough credits on balance to pay all of them. Can also be used to pay for any services required by Palmshire government through appropriations by the Parliament.
  6. Government could in theory run deficit but this is not recommended and would mean debts for the government to honor, in effect delayed credit payments.
  7. Budget may be created as a wiki article or as any type of documents for all MPs to look at when presented at Parliament meeting.
  8. Parliament, from time to time, may pass legislations to regulate budgetary procedure.
