Rockford Local Government Act of 2004 is currently the governing law that defines the localities of the state of Palmshire as provided by the state Constitution.

Preamble

Resolved, that the state Legislature enacts the law to regulate and formulate the local government in the state of Palmshire. Resolved, the following be enacted:

Town

Town shall be defined as a populated place with population of at least two citizens.

City

Town shall be eligible for reincorporation as a city upon attaining population of at least ten.

Ratification

This law was and has been ratified as valid and entered into force on the date of Fifth of July, Two Thousand Four.
